Australia’s Security of Critical Infrastructure Act (SOCI Act) introduces the concept of ‘critical workers’ to mitigate trusted insider (insider threats) within Responsible Entities (critical infrastructure operators). This article reviews the concept of ‘critical workers’ under the legislation, provides an overview of how to identify them, and outlines some of the workforce management and people engagement challenges which may arise based on historical examples.
